Well, I'm no pro, probably not even an amateur yet, but the web design software if you have a website allows you to associate a link with any graphic. If you mean as a stand alone item - like a true widget, I have no idea, at least not yet. There may be some way to embed java or html into it.
Trying to test "widget" code here: I think it works, so this could be used in other PHP based forums I think. The code I used was "[u@rl=http://www.garycon.com/forums/index.php][i@mg]http://www.bbbstuff.com/gcf/gcf_widget.gif[/img][/url]" - just delete the "@"s.
